1. I just did it. Via lawyer. Normally it's the employer who cancel visa and WP

2. Chamchuri should be able to do it. I did it at CW coz I was not BOI

3. Nope. I did not leave. I got a retirement visa

4. Flexible? Cancellation should take 1 or 2 days

My kids were going to travel abroad alone and I prefered they get a re-entry permit before leaving. Not have to go get one after passing Immigration.

Is the 90-day online reporting system down?

Phil *******

Yup, as above. But I dont know much about it. I tried it at 73 days but the reply was that it works only 7 days before the 90 day date. It seems to work for a fee... Later I forgot about it and reported at Immigration directly.
