TLDR : Answer Summary
The latest date to apply for a one-year visa extension in Thailand is typically the day before your visa expires, which means if your visa ends on the 30th, you should aim to apply by the 29th. Most immigration offices allow applications from 30 days prior to the expiration date up until the last day. However, it's recommended to have your paperwork in order and apply a few days earlier to avoid potential issues.

Good idea to go as early as possible. Going early does not shorten your year extension. It is added on to your current ending date.

29th I would guess

Most Immigration offices use the time from 30 days before till the last day of your Admitted until date. But be aware that if you go on the last day, the application must be perfect in order, when documents missing and you have to come back next day or later you go in overstay.
