Thailand has been very strict these days to to certain activities of foreigners illegal activities. Your friend needs guidance. Contact the local Thai immigration and inquire about it.

If you applied in Canada, I know the money doesn't have to be in your account that long. You just have to prove you have it.

There is a possibility she got refused for a few reasons. You need to establish a good reason to visit, enough money to spend for the duration, usually around 20k baht, and a good reason you will return. Some SE Asian countries require that to enter as well.

I am not sure about visa extension as I am on DTV and I obtained it myself. My comment was in regards to opening bank account. I did extensive research and found two reputable agents in Pattaya. I don't live there but I was willing to go there. They both said the same thing. So I gave up trying to open a bank account.
