 Romania, Bulgaria and Malta are in the EU, yet they are not allowed visa exemption, it's either get a Visa or 15 days Voa. Thailand is country specific when it comes to Visa and they couldn't care less if you have an EU writing on the passport.

 yes you can. Make online booking as walk ins are not accepted in Vientiane. Allow 2 processing days and then go back to collect the stamped passport
