Could well be, that's why my family won't visit me. Could also be people being terrified of Covid, rightly or wrongly.

They've relaxed entry requirements due to a predicted large amount of passengers, but the passenger numbers so far are about 25% of 2019. But enjoy the lack of bs while it lasts!

Is it possible to get a 45-day stamp in Thailand, extend it for 30 days, and then pay a fine for a 3-day overstay when leaving?

Just overstay. It isn't a big deal. They don't care. I did it accidentally one time after a mix up. I would imagine it might become a problem if you did it repeatedly though.
