I had the same problem when I was applying for my visa. I registered then with my gmail account and it had all options.

How do I successfully apply for a Non-O visa and Certificate of Entry from the London Embassy for Thailand?

You might need to try a different email address. When I used my hotmail, it gave me only one option for my non B (the wrong one of course!)... when I tried with gmail, it gave me the full list of options!
