Unless your boyfriend is a permanent resident of Canada he cannot apply for a visa from the consulate in Ottawa.

Can I obtain a tourist visa for Thailand in two weeks if I plan to book my flight next week?

Here in Canada I was able to get everything done in 2 weeks. Took just over a week to mail my passport to the consulate and receive it back with visa. It is possible but it may depend on the consulate.
