Yes you can start the process. However they’ll need you to upload a picture of your visa once you receive it. Then a quick COE approval then upload flight info and you should have your COE within a few hours or a day

hmm in Canada we don't upload the flight info until its conditionally approved.
This is a different visa, a TR visa they've just recently made available in many countries. It's done through the Thai Embassy in that country :-)

Here in Canada, I applied for the COE before receiving my visa and it was fine. Received the pre approval and then received my passport back in the mail the next day. Then I completed the COE for final approval and received my COE within 24hrs of uploading my visa, asq, and insurance.
