I see. So she was still stamped in incorrectly but till March 2019 instead of just the one day? That doesn’t leave much wiggle room for getting it sorted out. I see why you’re leaning towards her being on overstay.
Hopefully, seeing as it was their error, they’ll try and sort it out for her.
Surely the re entry permit wasn’t valid as the extension it was attached to had already been cancelled? Therefore it’s a simple error on the part of the IO at the border and she should’ve been stamped in for 90 days.
An entry stamp, as the name suggests, records in your passport the date that you enter Thailand. It is at that point that your permitted stay in the country begins.
I’ve done quite a bit of research into this as I was in the process of doing something very similar. A long discussion is probably needed, plus I’d need to dig out my old notes and files.
It’s definitely possible but there does need to be a bit of investment on the Thai side. Whether or not that’s viable would depend on the frequency of the tours.
Each entry will give you 60 days. Before the 'use by' date (the last day the visa is valid for) you can exit and re-enter Thailand for your last 60 day entry. This entry can then be extended at an immigration office inside the country for an additional 30 days.
You will, however, lose the time between the issue date and your first entry.
So, let's assume that you lose a week in that way. You will still be able to get the 6 months you want by carefully calculating when you do your border crossings.
