Not correct. One can request a visa and due to long request period already enter thailand before the visa is assigned.

Furthermore you can have a DTV and a Non B visa with workpermit. Cases already known where people while on DTV found a job here and got the apropriate visa. No problem. The DTV is still valid but pauzed.

In 90% of the countries it was already mandatory to use the eVisa system to request a visa for Thailand. The recent news was only about the last few countries who now also are in the eVisa system.

Do I need to print my TM30 document for immigration in Thailand, or can I show it on my phone?

Most immigrations want everything printed. E.g. Chiang Mai did not even accept i showed my booked time on my mobile. I had to print the confirmed booking.

You can stay up to 90 days visa exempt. 60 days initial stamp at the airport and 30 days extension at a local immigration office.
