 is the last immigration officer told you that you need a visa next time or you won’t be allowed to enter, I would probably pay the 40 bucks (or whatever it costs) and just get the visa.

If you traveled outside of the country, it resets. Your next 90 day reporting after you re-entered is considered your first report again.
