You are supposed to wait in the country until you are approved. However, you seem hell bent on bending the rules, so do whatever you want, and hopefully when you flit back to Thailand because you can't wait, they will ask for more details and then deny your visa because they will tell that you have left the country!

You can apply in any country of your choice APART from Thailand.

Can the TDAC card be filled out before the 3-day arrival date and do you still need to register with immigration upon arrival in Thailand?

Can only be done up to 72 hours before arrival. As for TM30 with immigration, that is office specific.
