Can only be done up to 72 hours before arrival. As for TM30 with immigration, that is office specific.

As you have been on an Ed visa/extension since 2019, I would just go with the flow and get a new clearance.

How do I apply for a Non-B visa through the Thai E-visa system while in Thailand?

Lloyd ********

You choose which country you want to apply from, you then enter that country and apply on line for the visa, you then wait in that country until the evisa is issued. Every country has different timelines for issuance. (Laos, you will have to visit the embassy only to pay, not submit paperwork).
