The ED visa changed your category from "tourist" to "non-immigrant ED". After 25-Jan, only "tourist" category remained eligible for covid extensions. You should explore other options now.
It is true. EDU is a Non-Immigrant visa category, and as of 26-Jan only TR and Tourist Visa Exempt categories are being accepted for covid extensions. You should consider going to a neighboring country (Cambodia, Philippines, Singapore).
I think insurance is not required for edu visa. If you get a new insurance policy to cover you in case you get sick, ok...but not required to extend your stay.
Beginning 26-Jan, they passed an order that only Tourist Visas and Visa Exempt are eligible to be considered for a covid extension. Non-Immig Visas (Education, Volunteer, etc.) became ineligible as of the new order.

So if I'm reading you correctly, those of us who are currently stamped with an permit to stay based on the reason "Unable To Travel" (e.g. Covid Extension) must not assume that we will be able to apply once more before 26-March. This memo did not extend that program? If so, why did they assign an end date in the memo? If it is merely an addendum to Article 5...there would not be any need to assign a new "expiry date", no? A bit confusing(as many things they do are).
