The banks got more strict on demanding work permit. So i would not say impossible but i would advice you think of a good reason and prove you can provide why you need an account because if you just enter and say i am a toutist and just want a bank account they will deny your request 100%. Or if you dont have a good reason it might be better to use a connection or agent to assist you if you don't want to walk weeks on the streets, waste your precious time and hear the same answer "sorry sir we need a work permit"

I saw other passport like this in an agency, if it is comforting you. Guess it is normal these days.
