Maybe you know about Vientiane consulate and can confirm that indeed no need to show funds.

It is a lot of headache to reach Savannaket from Bangkok. I don't have idea how to travel from Bangkok

1.5m baht i believe no issues. 1.5m dollar now we are talking. Questions may arise

It used to be easy and comfortable 5 years ago. without appointment and get your visa the next day guaranteed. Today, it is just an annoying process

It is IDP that is valid for 3 years and issued by my country's minister of transport office. So ok after reading comments here, i've realised it is valid for 90 days from entery to Thailand but you can go traveling outside come back with a visa and get another 90 days driving permit. So i count it as a driving license as i can drive here without a hassle of getting the local driving license. You can call it whatever you like, it serves the purpose. It is not a scam 100%
