you cannot change visa type by extending it. He stayed on a non imm O after extension. Both non imm O and OA can be valid for 1 year and can be extended for 1 year. Trust me he has an non imm O that was extended for 1 year. Best is to see talk to his local embassy and see if they will allow him in on his existing extension or will approve another visa type that will give entry into the country.
It sounds if he came in on an non imm O (90 days) which he used to get an 1 year extension. When he got the extension the visa type did not change it stayed an non imm O. Non imm OA visas are given outside of the country and is normally valid for 1 year and can be extended by another year through exiting and returning to the country just before the end of the first year.
Thailand is not in lockdown so what is your point? This article is not about tourism but about restricting movement and activities of citizens inside a country. At present there are no such restrictions. Try again to discredit Thailand as you have fail with this attempt.
I think you need to do more research on the subject. The old foreigner narrative does not work in this case. There has not been one CV 19 leakage from an ASQ hotel which is more than what Australia can say. The Thais are very serious about this and tea money could be a "death sentence" in case of a CV 19 outbreak caused by corruption. At present many hotels do not have the money to convert and most cannot obtain finance.

yes there are people that become a citizen but it takes time. The PR road is less dificult but also takes time. You can in actual fact stretch your OA visa (multi entry) to nearly 2 years under normal conditions. After entry you stay here untill just before your 1st year finish. Then you leave the country and return before the 1st year is finished. Immigration will then stamp you in for a further 12 months. You can get an extension inside the country before your 1st year on an OA if you comply with non imm O requirements (proof of B 800 k or B 65 k per month).
