This are the requirements for the tourist visa, I think you can but you must have a visa in the Philippines to apply for a tourist visa in Thai embassy in Manila.

Can I change my 90-day reporting location if my visa was issued in a different province?

You can do 90 day reporting in Chiangmai where you resides. This is what I’m doing with mine, my Non B visa was issued by immigration in Prachuap Khirikhan because I work in Hua Hin but I do my 90 day reporting in Phetchaburi province because my house is in Chaam. Just report your address to Chiangmai immigration.

not intended to apply visa in country, there are reasons why visa have to apply at the country of residence.
