Correct that is the way this visa is set by immagration. Apply outside 180 days on entry + 180 days extension in Thailand. Then border bounce start again continue this process for 5 years. But there has been no feedback from anyone who has done it yet as the visa is under the 6 months but should start to see comments of people who have done it. Only rumors and guessing at this point

You don't pay the landlord and you don't have to notify him you are going out of the country. But you must notify him that you need a new TM30. He is asking you to pay the fine because you didn't inform him you needed a new TM30 lodged which is understandable it's your mistake not his. Think it is 2000 bht from memory
