you can apply for a Tourist Visa in Savannakhet only if you stayed less than 90 days in Thailand for the past 6 month period.

If my memory serves me right you have a history of stay in Thailand. AFAIK, I hope you can proof me wrong the Consulate is nowadays very strict on persons that stayed more than 90 days in the past 6 month (they even consider stay Non Immigrants in that rule). When did you apply ?

Nothing has changed at border. TWO visa exempt in one calendar year. Only Embassies nearby take a closer look at any ones visa application.

get a Multiple Entry Tourist Visa (METV). The new passport not really help, doing a border run they will see that you did two run this year. He can also get a SETV, however no indication which country he is from.

Nowadays many people worry, but in many cases there is a story of being denied a visa.
