It's actually an extension, not the visa. Sorry for the confusion.

Last year my papers weren't complete, so the officer in charge gave me fourteen days under consideration. Just wanna know if I could just extend my yearly extension by 90 days first to get stuff sorted out.

Yes. My visa extension actually expires on that exact day. It has nothing to do with the visa amnesty rules.
