Does leaving and re-entering Thailand count as starting a new 90-day notification period?

Asking this cos I entered Thailand late October, but a few weeks ago received a notification by Immigration that I'm due for my report.

About 80 days later when you send the notification again, you might receive an email saying our application is rejected and you must contact your Immigration Office as soon as possible. Make sure your Thai wife (if it’s your case) has sent the TM.30 report as they will ask to see it.

In 6 years I've never had to register a TM30.

Yes you are correct. It starts over on day 1 when you re-enter.

The 90 day system is not linked to any other systems so it doesn't know you left the country. It's simply on a timer to send you a reminder xx days after your last report. You can safely ignore it
