this may be the case if you apply for it in your home country. If you apply for it while you’re in Thailand, you most definitely have to have the money in a Thai bank account (if not qualifying with the monthly income alternative.)

that is the case for renewing it here in Thailand. If you do it in your own country, maybe it's different, but I wouldn't think so.
