I was under the impression that u can enter as often as you like by air but on;y twice by land border.

Listen Stephan, these visas became legal on 1st June it was not until mid July they started issuing "some". The requirements are nebulous, and they will change daily and the interpretation will be different embassy by embassy. I have a visa class that been around for decades, and the total requirements change by the day and by immigration office.

come to thailand, get the non o then apply for 12 month extension of stay, no checks required. Find an agent in the town where u want to live.

The DTV appears very laks, I think they will tighten the requirements when DTV holders start disappearing, same with the 30 day on arrival from certain countries. Question, do DTV holder need to do 90 day reports?

the concern i had is does immigration require the deposit to be instant access, the money is there in case of emergency.

you mean its a fixed term account and you cannot draw down on it?

I guess so but I suspect you will need to get a TM30 from the owner!

To get a marriage visa in Thailand you need the certificate so I would imagine you going to need proof you are hitched.
