No. Here you need season 800k 2 months for initial visa. I think other provinces you just deposit money and seasoning rules are for extensions.

Can I obtain a retirement visa in Thailand with a monthly income of $3,000 rather than the 800,000 baht requirement?

I recommend taking out a loan from home country and then paying it off little by little and putting the 800,000 baht into a bank account here in Thailand when you arrive here.
