For in country extension you need to prove you qualify for the visa all over again including the financials and the activity.

 nonetheless an Elite does not qualify for a 5yr licence. There are tens of thousands here on retirement visas for which they don’t qualify for the financial requirements. The DLT website lists the requirements. Non-O Immigrant visa.

You can only enter within the validity period of your visa. So anytime between date of issue and it’s 5 year expiry date.

 to obtain the certificate you need to have filed a return. The earliest you could do that would be Jan 2026.

 you qualify in July 2025 as a tax resident.

 if you just moved here you can not be a tax resident. You must first qualify through time spent in country in a tax year.
