Any government official can do the registration and issues the marriage certificate, fees are minimal. If you want them to come your place of choice you’ll need to set up a schedule, some do and some don’t.
There a chance of people canceling their appointments and that’s your opportunity. No one can pin points where and when only choice is constantly checking the website.
If I were you I’d go to the USA citizen service department at the embassy in Bangkok(if that’s practical and durable) It’s in the building across from the main entrance, it’s call Sinthorn Building. Let the staff know your situation and ask them to relieve your circumstances to the visa department.
Do not build until you are ready to move and never do it if you can’t personally on site and oversee every day.
Reputed builders are much easy to trust, do not do anything without a signed contract.
