of course it does ! During covid I paid 12k for non O and 15 for a retirement visa I'll be doing it for a lot less soon ! Ps and when the authorities close down the agents and check out their customers list ? TIT Never say Never !

I was told by udonthani immigration its not possible to get a non o in Thailand whilst on a tourist visa ! Had to apply outside the kingdom this was only last April ! Not seen any changes anywhere !

Get a non o from outside of the kingdom then get a retirement visa whilst here you don't need to get a rip off merchant agent !
