That's not true at all. You can get a Residence Certificate on a 60 days tourist visa.

Officially, you can't use a hotel or guesthouse as a permanent address. Some Bangkok Bank branches still wants a so called Residence Certificate and they don't ask to see a contract. I've had bank accounts in 3 provinces and they never asked for my contract.The visa and a proper address is most important.

No,you can't officially choose to enter on a 30 days visa exempt if you have a valid 60 days tourist visa. But you can always leave Thailand and come back on a 30 days visa exempt. Then extend it another 30 days at the local immigration office.

If you're talking about the O-A Visa based on retirement, you can only apply for it back home. But,there's a mandatory quite expensive health insurance involved plus a medical check.

No, you don't. You have 2 choices, the 90 days Non-immigrant O Visa based on retirement OR the O-A Longstay Retirement Visa which you can only apply for back home. But you need a quite expensive mandatory health insurance plus a medical check.

I'm staying in Jomtien and my annual extensions takes about 4 minutes every year inside immigration. And when doing TM30 reports, you can self report, which isn't allowed in every province in Thailand. I don't know what you're complaining about.
