No. But you can apply for TR60 , 60 day visa, before you fly. Takes about 7 days and is valid for 3 months

You need an onward ticket. When I applied for my 60 day TR visa, my flight was 90 days from my arrival flight. Accepted , no problem .

 obviously they won't issue visa if she enters UK on UK passport, but entering in Thai passport is different.

I think if she flies on her Thai passport she will need a visa to enter UK. Better if she can get emergency UK passport
