for personal reasons I chose to apply for the single entry visa which has already been approved. Regarding METV however, I received a response from the Thai consulate in Ho Chi Minh confirming that you can apply even while staying in Vietnam and not necessarily in the country of citizenship.

I have already done a visa exemption+extension and then a 2 month tourist visa+extension. If I opt for another visa exemption and at immigration they decide not to do it for me I risk having to return to Europe. For me it is my second time in HCMC and I like it very much as well as the people and the food. At this time there are not as many people as in June but I think that is normal.
