What facts did you not have? You apply in London, you should be in England. If you are in Asia then you should apply at an embassy in that country.

Can a DTV visa holder hire a Myanmar maid and provide a working permit for her?

People from Myanmar don't need a work permit like us farangs. She needs to apply for a pink id card and this allows her to work legally in most jobs like a thai person.
