Yes for sure, he needs the sponsor letter from his father. Access to the bank account of the sponsor is not a requirement so that letter from the bank he has can't hurt his application but won't be enough either.

I believe you just need a sponsor letter from your father, not necessarily access to the account.

You can only apply outside the country from an embassy. Price is around baht but depends slightly on the embassy as they charge in local currency usually.

You can get a marriage extension inside the country at the immigration office. I always got it here anyway.

In theory you have to report but in reality you will be fine by not doing it and just leaving the country. They don't check this at the airport.
