Is the 72-hour RT-PCR test rule for Thailand based on the test result issuance time or the time the test was taken?

WHILE I WAS PROVIDED THE CoE, THE EMAIL INSTTUCTION READS "Medical certificate with a laboratory result indicating that COVID-19 is not detected, using RT-PCR test, issued within 72 hours before departure (in case of connecting flights, before embarkation from initial port)." SO I GUESS it COUNTS WHEN THE RESULT IS ISSUED????

Probably closed. See their page here. But I was told that they still process CoE online from their home and not to worry about it.

I just sent a follow up email last night and I got this morning. It looks like they send you only when your travel date is so close. Otherwise, they are holding on it it. I am sure you will get.
