General thinking, immigration don't like DTV (its costing them money in fees, backhanders and side buisnesses like visa run companys and agents) so they are making it difficult as possible. DTV is a foriegn office issued visa (like nearly all visas). Immigration cannot shut it down or interfere to much but they can make life difficult like this
