You can only apply for a METV at your registered permanent residence at date, but a METV gives you up to nine months stay anyway if you re-enter short time before the visa expires and get stamped in for additional 60 days which also can be extended with additional 30 days at the immigration.
You’ll need one residence certificate for both, so ask them to give you two copies. At least that’s what I did when I got my license and bought my motorbike.

Depends which border. Nong Khai - Vientiane is ok, but several borderpoint demands one or two nights out for foreigner’s bouncing on their own now. Easier to go to your local immigration and apply for a 30 days extension. Bring passport with copy of ID-page and last stamps, a pass photo, receipt of your TM.30 if asked for, you apply on a TM.7 form at the immigration and pay 1900 baht in cash.

Personally I would have considered to use a land border transport company to bounce me for a 60 days visa exemption if you’re entitled and applied for a Non O through an agent because of your previous history. I mean by the rules and no bypass of formal requirements, only as a help with the process.
