Can fly direct to Bangkok under ASQ but no clear indication under what condition will only be quarantine for 7 days. I am assuming it's fully vaccinated but still assumption might be wrong

For Phuket I am aware we can apply sandbox but my friend is flying to Bangkok. The Thailand Pass just say 7 or 10 days but did not specify the criteria
