 Cambodia, Jakarta, Taipei, Yangon, Laos, Manilla are great options. There are legit reasons to not even have a tax return so you should not be worried about your non-tax resident status..

 Yeah, not personal it is just the way the embassy chooses to verify applications. Taipei told me they do not look at tax returns.
