As you say, I honestly dread to think just how badly implemented grandfathering would be if they did it. It would work it they paid for a decent system and trained their staff...but...

I doubt the Thai systems would be able to cope with "grandfathering" existing visas.

I don't see anything wrong with killing off the agent loans mind.

Considering it's not a rule it's going to be up to the immigration officer at entry as to whether s/he thinks you're trying to live in Thailand without the correct visa.

it's not a given, immigration can always just outright refuse to give the 7 day get out of Thailand option. The stamp pretty much says that the extension was rejected and you get 7 days to get out of Thailand from the date the passport gets stamped.
