There is no limit but you can only do it until the Immigration Officer decides that you are abusing the system. Best to use a border run agency.

 I use the long stay in Thailand as my reason for transfers and, although there was a problem with this a few months ago, I have not seen anyone recentry having problems with these transfers

 you go in to have a biometric photo taken then the limit will be increased

 You said you had a Non-OA not a Non-O so that's why it's more paperwork including medical insurance

 an Non-OA extension will always require medical insurance until you break your link with the initial Non-OA
