A NON O based entirely on medical reasons, but we are not calling it a medical visa....This reminds me of the OA / retirement Visa argument ;) ;) OK there is no medical visa, but there is a visa specifically for medical reasons....LOL....

There are medical visas....But only for

Cambodia, Lao PDR., Myanmar and Vietnam, China, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.

Yes way too much in my opinion for something that is usually under 1k all up.

Yes you can for sure (in Pattaya). As long as you can get a residency certificate. If you are a TOURIST and staying short term then an IDP is fine If you plan to stay long term in Thailand you need a Thai licence after 90 days. This is legal wise and insurance wise.
