if he has a multiple entry tourist visa he will get stamped in for 60 days every time he enters Thailand while the visa remains valid. Each entry can also be extended by 30 days at your local immigration office. Basically there are 2 dates to be aware of, the one he is stamped in for and the expiry date of the visa itself
Both of the Thai consulates in Vietnam have lists of the locations they serve on their websites. You need to be in one of the locations for the consulate you want to use
