You can apply for a 60 day extension of stay based on being married to a Thai. That will give you the time you need to season the required 400k. Sorry to hear about the heart attack

TDAC is for arrival, this is for departure and only applies to Thai citizens. If you're a Thai citizen you don't need to worry about TDAC

You can complete the TDAC from 3 days before right up until you reach thai immigration

If you're on an actual visa no, as you would need a re-entry permit to keep it alive otherwise it just dies on exit, but youcan't apply for another visa while still holding a valid one.. If your on an extension of stay you can, again you would need to have a re-entry permit to keep the extension alive but you can tell the immigration officer you want stamped in on the DTV. I'm kind of assuming you want a safety net in case the dtv is unsuccessful

The only way to get off a Non-OA is to wait until it expires. So either leave Thailand on the last day its valid and return to Thailand the following day on a visa exempt entry and go and apply for a Non-O at your local immigration office by meeting the requirements. If you are on the 2nd year you can get out of that visa leave anytime during that 2nd year without a re-entry permit and come back visa exempt as above. Or while out of Thailand you can apply for the Non-O at the Thai consulate that serves whatever country you are in

there is zero flexibility. It's not the job of immigration to help you open a bank account, but they will normally issue a residence certificate which may help as a lot of the bank issues are down to lack of ability to verify your ID successfully. I doubt anyone could walk into a bank in Oz and just say here I am, just arrived on a short term 3 month tourism visa, can I open an account please.
