many pensioners are not OK. All depends on what the dual tax agreement between the country that pays the pension and Thailand says

The question is what are you calling a visa? Is it a valid visa or is it actually an extension of stay?

You need to ask for the letter and bank statements after the money has been in your account for 2 calendar months. Normally these can not be any older than 7 days and you need to update your bank book on the day you apply. Some immigration offices want everything on the day you apply so check the policy with your immigration office

If you are not inside Thailand for 180 days or more you are not a Thai tax resident. Having a TIN is irrelevant
