it doesn't matter where you are working. Thailand treats online visa applications in exactly the same way they did when you had to attend in person and hand over your passport and application. It's just that now you hand them over electronically

I've seen examples of people not handing over their visa with their passport being stamped in visa exempt for 60 days.

Of course there's a difference. Workation is issued to allow you to work remotely from Thailand, soft power is issued to allow you to follow a soft power activity but without working.
