Simple answer is no. As you are American the only way to officially qualify for a retirement visa inside Thailand is by putting 800k in a Thai bank.

Only if you are on an extension of stay rather than a visa (check your passport) and then only when you go to apply for your next extension of stay. You just apply under the new reason ensuring you meet all the criteria

You could probably get the initial 90 day Non-O visa in your home country before travelling to Thailand based on your monthly income but you will still need to put 800k in a Thai bank for your first extension. During this time you transfer a minimum of 65k baht each and every month for a full 12 months prior to applying for your 2nd extension you can use that
