Yes. But what I meant is that you start counting 90 days from date of entry.

You have been out of the country. So that old 90 day report does not count anymore. The day you land. Start counting a new 90 days to go and report again

We recently had to go to the Ministry of Consular Affairs to certify things. There they have translation available as well. Then will probably ask you to certify both as well

What time do I need to submit my paperwork at the Thai consulate in Vientiane?

I was there last week. We arrived at 8am. Completed our forms. Waited until 8:30. They started taking in all the forms. By 9:15 we were walking out the gate with our number. I was number 260 in the queue.

The next day we arrived after 1pm. At 1:30 they started handing passports out. Taking payments. We left by 2:30pm. It goes very quickly

If in Vientiane, they have it clearly marked on the paper that if you miss the collection date. They will cancel the visa. Then you need to do the whole process again.
