What time do I need to submit my paperwork at the Thai consulate in Vientiane?

I would estimate you'll probably get it back around 16:00 if you are that high. They have a posted cut-off for pickup of 15:00 though so better be in the queue by then just in case. You should have no trouble getting a flight at 22:00 though. Interested how it goes as going there again soon. I have caught flights around 18:00 from Udon myself in the past but with it so much busier these days I think if you had a flight that early better to go early the first day.
