Not strictly true, see my comment above. All you need is a proof of residence, both the bank and immigration confirmed that to me ahead of me getting my bank account last week with no questions asked at the bank when providing the correct paperwork
I am in Pattaya, the bank was inside Central shopping plaza. The girls on the door all refused me at 4 banks but a shopping plaza security guard then helped and sat me down in front of a bank teller and she advised that what I needed was this certificate.
Then it was no problem, you have to advise immigration which bank you want to use and they make mention of this on the certificate, cost is 200-300 baht
I opened an account with Krungsri earlier this week after initially being refused by all banks as the DTV is classed as a tourist visa, As well as everything listed above they also required a certificate of residence which I got from the immigration office.
