Thats a border bounce for a visa exemption. So not an actual visa. Visa run refers to going to another country to apply for an actual visa via said country’s Thai embassy or consulate
Depends on your needs. I use AIS “Net Marathon”, paid 800b for 6 months of 100gb/m. Not full speed but YouTube, Netflix, Spotify etc all works ok. Then can be refilled as needed with the app.

Entirely depends on you. I did the extensions on METV, as it’s cheaper and more convenient than border bounce. And I only had to bounce once instead of 2 bounces for my stay.
Less than total 4 months, I guess it’s the same as you need one bounce anyway. If 4+ and up to 9 months I’d definitely do extensions to save money and trips.
that’s not gonna fly if the departing airline ask and can result in denied boarding. Embassy may accept in during visa application, but officially its 60 days
