you are going to enter Thailand from another country, yes? So you will be outside of Thailand when you are coming to Thailand.

The application is for the entry date. Not for where you are now.

Lots of comments will come your way, but here is the one true answer: Maybe.

Some people got their refunds immediately after the 2nd PCR was cancelled. Some people are still waiting for the same refunds, because this is Thailand. And so, you will MAYBE get your money back.

unless it has changed in the past year, you can't get a new card, new bank book, get online login information or close an account at any branch other than the one you opened your account at.
